Violent Crimes, Post Katrina, Post National Guard

While I have gone on record as stating that the presence of the National Guard in New Orleans is a sure sign of a failure of the CJ System, one inarguable benefit of their being here is that we have dedicated some very competent NOPD Task Force and District officers to some spots that sorely need more police.
The City has made a very dangerous gamble in bringing the NG in, and it will be interestiing to see what dividends this move pays. I, for one, will be very curious to know just how many Person Crimes, especially Violent Person Crimes, occur after this new deployment. I'll also wager that the citizens will want to know, too. So what I will suggest is how about you post when you know of a Violent Person Crime (and for our non-police friends that means Murder, Stabbing, Shooting, Robbery, Rape, etc.). That way, we will all not have to rely on the the media coverage or NOPD Public Information Office for our "stats". Post them here and start counting. I'll start.

I think it is a good idea to keep the public informed about what is going in their community. In the 8th District, we have developed a good relationship with the community by keeping them informed of what is going on around them. This includes good news and bad news. I feel that most of them appreciate this and it strengthens our relationships. Hopefully we can do the same with this website.

Paul I think this is a good idea, I think one of the BIGGEST problems we are having today is perception given to the public in the forums that the NOPD has lost control of the city. I have looked at numerous post in the past on NOLA that made me think the French Quarter is overun with bands of thugs beating and robbing people. Over the past few months I have been in the Quarter at all hours and not really seen problems as bad as people have been posting, so this might shead a little truth to the rumors.

Second problem is the National Media. Need I say any more ?

People in the crime and safety forum are constantly posting negative and inaccurate information about the department. Worst of all its all anonymous and is probably written by angry policeman. What needs to be done is to take those officers and bring them under the fold of PANO, and have each of them bring someone with them. After we get every commissioned member aboard we should discuss ways, within our control, that we can all do to make the department better.

I understand that a couple of NG personnel were shot at in the 5th yesterday and SWAT had to respond...is that accurate information? If so, it certainly DID NOT make the local media, or not that I saw. Those men/women are in an unfortunate situation. I can see the headlines now on CNN, MSNBC, etc. etc...... "Local Guardsman open up on civilians with M-16's, --- killed and wounded." (you fill in the blank). They are hurt if they dont and damned if they do.......thats a tough one. Inevitable I think, and another potential black eye for the City.

Additionally, it is my understanding that the Mayor is asking for former Attorney General Richard Ieyoub to do a "study" on the City's criminal justice system???? Input from PANO is IMPERATIVE HERE...... I just know the rank and file wont be asked for it.....PANO must offer it even if it isn't asked......It should be interesting to see Ieyoub's report, i wonder what they will allow him to say????? What do you think?

One Way or Another, if there is any study done on the Criminal Justice System, will will make sure that there is input from PANO. We can't insure that any of our input or suggestions will make it into practice, but it will be there for consideration, none-the-less.
It has always facinated me how willing some people are to accept advice that they pay dearly for, but will ignore advice from people who have dedicated their life to the cause, even when the advice is for free. I've always wondered if they pay so much so that they are told what they want to hear, or is it that they just can't believe something they didn't actually pay for?

To Billy, many of the stories you are hearing are true. This is not the perception of the residents. I have witnessed too many things personally.

Also there was a shooting during an attempted armed robbery in the 1500 block of Pauger St. on July 2nd. that I noticed was not listed here.

And I would like to thank the NOPD for doing a job that I would rather have someone stick needles in my eyes than take on. You all are underpaid, over stressed, unappreciated and deserve better resouces and leadership.

All we really want is to be told the truth, we want those in charge to admit there is a problem and quit blaming things on our perception. We are not alarmist. We are just tired of being lied to.

Just as in any other jurisdiction the decision to extradite is based primarily on the severity of the charge. In my 14 years in law enforcement I cannot count the number of guys I have stopped with warrants for traffic/municipal/misdemeanor offenses where an addendum was attached to the message specifying that the jurisdiction would only extradite within X number of miles (usually 200-500). By contrast I have never seen this occur with a subject wanted on any type of felony warrant. Heck, I once remember arresting the "complainant" of an armed robbery for warrants related to Armed Robbery and Attempted Murder out of Seattle, Wa. I have also had occasion to be involved in the extradition of a few persons wanted for Homicide in NOLA and there was never a question about weather or not they should be extradited. That said I would find it hard to believe that Ruston would neglect to extradite a subject wanted for Kidnapping (or any other felony) to Louisiana for prosecution. Still, after Katrina nothing and I mean NOTHING surprises me anymore.

By the way Higgins, if Thomas is not using the Ferrari do you think I could borrow it next time I’m in Ga.?

Usually the N.C.I.C. entry will indicate whether the originating jurisdiction will extradite, or within what range they are willing to extradite. Typically, the issue is one of cost. How expensive is it to the Police Department or D.A.'s Office to send an officer(s) or investigator(s) out and back with a prisoner in tow. If they feel the crime doesn't merit the expense, they simply won't do it. That is their decision, though. If there is any doubt, check with the N.C.I.C. of the orginating department.

This evening, Tuesday, October 17, 2006, a male jumped to his death from the 7th floor of the Omni Hotel, 621 St. Louis Street. The dead man left a suicide note leading investigating officers to an apartment in the 800 block of North Rampart Street.

There, investigating officers found his murdered and disarticulated girlfriend, killed about 12 days earlier, and carefully dismembered and placed into a variety of cooking vessels with condiments. Straight from the Jeffrey Dahmer cookbook. Like I said, no tasteful (no pun intended) way of posting this one. You just never know what you're going to see on this job.

I think the people need to step up to the plate and become proactive in assisting the Police not from behind a partially closed curtain but by confronting the element and the problem armed with video cameras and shot guns.
If enough people take a firm stand and view this for the war which it has become I feel we could win our/the war!
Not in and of ourselves nor by taking the law into ones own hands but by working WITH the police and by knowing situations that LEGALLY ALLOW a citizen to take down and detain a criminal until the police arrive.
I personally held 3 car jacking suspects at gun point who had 20d out at canal and s. miro and attempted to run.
when the police arrived to find everything 10-31 with 3 detained I received a heroes welcome of thanks and praise from the officers. Sure I was putting my life in danger but would I do it again? definitely!
